1. भारी उद्योग मंत्रालय द्वारा समय-समय पर यथासंिोजधत का.आ. 4259 (अ), दिनांक 29 जसतम्बर, 2024 के माध्यम से पीएम इलेजररक ड्राइव ररवोल्यूिन इन इनोवेरिव व्हीकल एनहांसमेंि स्ट्कीम ("पीएम ई-ड्राइव" अथवा "स्ट्कीम") अजधसूजचत की गई थी।
2. यह अजधसूचना जविेष रूप से इलेजररक एम्बुलेंस (ई-एम्बुलेंस) के जलए िारी की िा रही है तथा इसे उक्त स्ट्कीम के साथ पढा िाएगा। यह अजधसूचना रािपत्र में इसके प्रकािन की जतजथ से प्रभावी होगी।

सं. 3069] नई दिल्ली, बुधवार, िून 17, 2026/ज् येष् ठ 27, 1948 No. 3069] NEW DELHI, WEDNESDAY, JUNE 17, 2026/JYAISTHA 27, 1948 सी.जी.-डी.एल.-अ.-17062026-273533 CG-DL-E-17062026-273533 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(ii)] अहहता 3. कें द्रीय मोिर वाहन जनयम (सीएमवीआर) के अंतगहत अजधसूजचत ऑिोमोरिव उद्योग मानक एआईएस-125 (भाग1): सड़क एम्बुलेंसों हेतु जनमाहण संबंधी एवं कायाहत्मक आवश्यकताओं में पररभाजषत ई-एम्बुलेंसों की जनम्नजलजखत श्रेजणयां स्ट्कीम के अंतगहत मांग प्रोत्साहन प्राप्त करने हेतु पात्र होंगी, अथाहत्:– क. रोगी पररवहन वाहन (पीिीवी) अथवा "िाइप-बी"; ख. बुजनयािी िीवन रक्षक (बीएलएस) एम्बुलेंस अथवा "िाइप-सी"; तथा ग. उन्नत िीवन रक्षक (एएलएस) एम्बुलेंस अथवा "िाइप-डी"। 4. ई-एम्बुलेंसों को एआईएस-145 (श्रेणी एम एवं एन वाहनों हेतु अजतररक्त सुरक्षा जविेषताएं), एआईएस-038 (संिोधन-2) (वाहनों के इलेजररक पावर रेन हेतु जवजिष्ट आवश्यकताएं) तथा सड़क पररवहन और रािमागह मंत्रालय (एमओआरिीएच) एवं स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय (एमओएचएफडब्लल्यू) द्वारा समय-समय पर िारी अन्य सभी प्रासंजगक जवजनयमों का अनुपालन करना होगा। 5. कें द्र सरकार तथा राज्य सरकारों के जवभागों एवं उनकी एिेंजसयों/लोक उपक्रमों को भी मांग प्रोत्साहन प्राप्त करने हेतु पात्र माना िाएगा। ये प्रोत्साहन, राष्ट्रीय स्ट्वास्ट््य जमिन अथवा अन्य दकसी सरकारी स्ट्कीम/कायहक्रम के अंतगहत प्राप्त की िाने वाली जवत्तीय अथवा अन्य प्रकार की सहायता के अजतररक्त होगा। 6. पीएम ई-ड्राइव स्ट्कीम के अंतगहत मांग प्रोत्साहन हेतु पात्रता को, स्ट्वतः, राष्ट्रीय एम्बुलेंस सेवा (एनएएस)/राष्ट्रीय स्ट्वास्ट््य जमिन (एनएचएम) के अंतगहत तैनाती हेतु प्रचालन स्ट्वीकृ जत के रूप में नहीं माना िाएगा। ऐसी तैनाती के जलए क्रयकारी एिेंजसयों द्वारा यह सुजनजित दकया िाएगा दक स्ट्वास्ट््य एवं पररवार कल्याण मंत्रालय (एमओएचएफडब्लल्यू), राष्ट्रीय एम्बुलेंस सेवा (एनएएस) के प्रचजलत प्रचालन दििा-जनिेिों तथा एम्बुलेंस जवन्यास संबंधी अपेजक्षत मानकों/आवश्यकताओं का पूणह अनुपालन दकया गया हो। 7. जविुद्ध ई-एम्बुलेंसों के जलए जनष्पािन एवं िक्षता संबंधी पात्रता मानिंड अनुलग्नक-3 ख के अनुसार होंगे। 8. समर्थहत दकए िाने वाले वाहनों की लजक्षत संख्या, प्रजत दकलोवाि-घंिा प्रोत्साहन, भारी उद्योग मंत्रालय द्वारा कुल जनजध सहायता तथा अन्य जववरण अनुलग्नक-4 ख के अनुसार होंगे। मांग प्रोत्साहन 9. ई-एम्बुलेंस का एरस-फै रिरी मूल्य, सीएमवीआर के अंतगहत अजधसूजचत एआईएस-125 (भाग-1) की आवश्यकताओं के अनुरूप होगा। ई-एम्बुलेंस में उपलब्लध कराए गए दकसी भी अजतररक्त घिक/प्रणाली/उपकरण का पृथक रूप से इन्वॉइस दकया िाएगा तथा उसे ई-एम्बुलेंस के एरस-फै रिरी मूल्य में सजम्मजलत नहीं दकया िाएगा। इस आिय का एक वचन-पत्र वाहन जवजनमाहता द्वारा प्रस्ट्तुत दकया िाएगा। 10. ई-एम्बुलेंसों को प्रिान की िाने वाली मांग प्रोत्साहन राजि वह होगी िो जनम्नजलजखत में से कम हो:– क) ₹ 30,000 × बैिरी क्षमता (दकलोवाि-घंिा (केडब्लल्यूएच) में); तथा ख) वाहन के एरस-फै रिरी मूल्य का 35% । मांग प्रोत्साहन प्राप्त करने की ितें 11. ई-एम्बुलेंसों के जलए चरणबद्ध जवजनमाहण कायहक्रम (पीएमपी) अनुलग्नक-5 ख में उजल्लजखत है। 12. ई-एम्बुलेंसों के जलए वारंिी संबंधी आवश्यकताएं नीचे िी गई ताजलका-1 के अनुसार होंगी:–

• ई-एम्बुलेंसों हेतु िेय मांग प्रोत्साहन राजि वह होगी िो जनम्नजलजखत में से कम हो: (क) ₹ 30,000 प्रजत दकलोवाि-घंिा (के डब्लल्यूएच) बैिरी क्षमता के अनुसार गणना की गई राजि; तथा (ख) वाहन के एरस-फै रिरी मूल्य का 35 %।

डीसी-डीसी कनविहर का जवजनमाहण, जिसमें कमसे-कम पीसीबी पर इलेररॉजनक घिकों, सेजमकंडरिसह तथा कनेरिसह का दफिमेंि, वायटरंग एवं दक्रनम्पंग, कनेरिसह का दफिमेंि, हीि-नसंक दफिमेंि, एनरलोिर दफिमेंि तथा सॉफ्िवेयर/फमहवेयर की फ्लैनिंग सजम्मजलत हो, िेि मेंदकया िाएगा।

7 वाहन जनयंत्रण इकाई 1 जसतंबर, 2026 से प्रभावी

वाहन जनयंत्रण इकाई (वीसीयू) का जवजनमाहण, जिसमें कम-से-कम पीसीबी पर इलेररॉजनक घिकों, सेजमकंडरिसह तथा कनेरिसह का दफिमेंि, वायटरंग, कनेरिर का दफिमेंि, हीि- नसंक दफिमेंि, एनरलोिर दफिमेंि तथा सॉफ्िवेयर/फमहवेयर की फ्लैनिंग सजम्मजलत हो, िेि में दकया िाएगा। अजधसूचना की जतजथ से

ई-एम्बुलेंस पीएमपी की अजतररक्त ितें

1. ई-एम्बुलेंस के सभी अन्य घिकों का जवजनमाहण िेि में दकया िाएगा। उनके घरेलू जवजनमाहण के आकलन हेतु परीक्षण एिेंसी अलग से दििाजनिेि िारी करेंगी।
2. एकीकृ त इकाई, जिसमें एक से अजधक पीएमपी घिक सजम्मजलत हों (उिाहरणाथह, डीसी-डीसी कन्विहर, ऑन-बोडह चािहर तथा इन्विहर सजहत मोिर कं रोलर से युक्त 3-इन-1 दफिमेंि इकाई), के मामले में अनुपालन के सत्यापन हेतु प्रत्येक पीएमपी घिक का पृथक रूप से पीएमपी सत्यापन दकया िाएगा।
3. “जवजनमाहण” की पररभाषा वही होगी िो सीिीएसिी एरि, 2017 में जनर्िहष्ट है। [भाग II—खण् ड 3(ii)] भारत का रािपत्र : असाधारण 9
4. पीएमपी घिकों तथा ई-एम्बुलेंस के अन्य सभी घिकों (अथाहत् पीएमपी घिकों एवं अन्य वाहन घिकों के उप-भागों सजहत) का एक ही आपूर्तहकताह सेपूणहतः जवघरित अवस्ट्था (सीके डी फ़ॉम) में आयात की अनुमजत नहीं होगी।
5. ई-एम्बुलेंस में स्ट्थाजपत जचदकत्सा उपकरणों को इस पीएमपी के अंतगहत स्ट्विेिीकरण की अपेक्षा से बाहर रखा िाएगा।

MINISTRY OF HEAVY INDUSTRIES NOTIFICATION New Delhi, the 17th June, 2026 notified by Ministry of Heavy Industries vide S.O.4259 (E) dated 29th September 2024 as amended from time to time. 2. This notification is being issued specifically for electric ambulances (“e-ambulances”) and it should be read in conjunction with the Scheme. This notification will be in effect from the date of its publication in the Official Gazette. Eligibility 3. The following categories of e-ambulances, as defined in the Automotive Industry Standards AIS-125 (Part 1): Constructional and Functional Requirements for Road Ambulances, notified under CMVR, will be eligible for the Demand Incentives under the Scheme: a. Patient Transport Vehicle (PTV) or “Type B”, b. Basic Life Support (BLS) Ambulance or “Type C”, and c. Advanced Life Support (ALS) Ambulance or “Type D” 4. e-ambulances should comply with AIS 145 (Additional Safety features for Category M & N Vehicles), AIS 038 (Rev 2) (Specific Requirements of Electric Power Train of Vehicles), and such ambulance related standards, guidelines or regulations as may be approved or issued by Ministry of Road Transport & Highways (MoRTH) and Ministry of Health & Family Welfare (MoHFW), from time to time. 5. Departments of the Central and State governments and their agencies/PSUs shall also be eligible for the demand incentive. These incentives will be in addition to other forms of support availed through National Health Mission or other government-run schemes/programs. 6. Eligibility for demand incentive under PM E-DRIVE Scheme shall not, by itself, be construed as operational approval for deployment under NAS/NHM. For such deployment, procuring agencies shall ensure compliance with applicable MoHFW/National Ambulance Services (NAS) operational guidelines and ambulance fit-out requirements. 7. The performance & efficiency eligibility criteria for pure e-ambulances will be as per Annexure-3B. 8. The target number of vehicles to be supported, incentive per kWh, total fund support from MHI and other details will be as per Annexure-4B. Demand Incentive 9. Ex-factory price of e-ambulance shall be corresponding to requirements as per AIS 125 (Part 1) notified under CMVR. Any additional components/systems/equipment provided in the e-ambulance shall be invoiced separately and shall not be included in the ex-Factory price of the e-ambulance. Undertaking to this effect shall be provided by the vehicle manufacturer. 10. The Demand Incentive to be provided to e-ambulances will be lower of the following: a) ₹ 30,000 multiplied by the battery capacity in kilowatt-hour (kWh) and b) 35% of the ex-factory price of the vehicle. Additional Conditions of e-ambulance PMP

1. All other Components of e-ambulance shall be domestically manufactured. Testing agencies shall issue separate guidelines for assessing their domestic manufacturing.
2. In the case of integrated unit consisting of multiple PMP components (e.g. 3-in-1 combo unit consisting of DCDC converter, on-board charger and motor controller including inverter), PMP verification for compliance shall be carried out separately for individual PMP component.
3. Definition of “manufacture” shall be as defined in CGST Act 2017.
4. Import of PMP components and all other components of e-ambulance in CKD form (child parts of PMP components and other vehicle components) from single supplier shall not be permitted.
5. Medical equipment installed in the e-ambulance shall be excluded from the indigenisation requirement of this PMP.
